One of Loudoun County's largest mixed-use projects officially enters the construction phase.
After years of planning, approvals, and anticipation, Rivana at Innovation Station has officially entered the construction phase, marking a major milestone for one of Loudoun County’s most ambitious projects.
County leaders recently gathered to celebrate the start of construction, signaling that Rivana is no longer a conceptual master plan but a project actively taking shape at one of the most strategic locations in Northern Virginia.
What is Rivana?
Rivana is a 103-acre, transit-oriented, mixed-use development located at the convergence of Route 28, the Dulles Toll Road, and the Silver Line Metro.
At full buildout, the project is expected to deliver:
~3,700 residential units
3.5 million square feet of office space
463,000 square feet of retail
~500 hotel rooms
A performing arts venue and multiple public parks
World-class food, beverage, and entertainment
+16 acres of expansive outdoor recreation areas
The development is designed as a walkable urban center anchored by Metro access, aligning directly with Loudoun County’s long-term comprehensive plan to concentrate density around transit hubs.
Construction Status: A Long-Awaited Start
While Rivana has been in the pipeline for several years, receiving key approvals in 2023 and undergoing infrastructure planning and site work since then, the project has now reached a visible turning point.

Full buildout is expected to occur over multiple phases spanning the next decade or more

Why This Matters for Loudoun County
Rivana is not just another development. It represents a structural shift in how Loudoun grows.
1. A True Urban Node in Eastern Loudoun
Loudoun has long been defined by suburban growth patterns. Rivana introduces something different: a dense, walkable, mixed-use environment comparable in concept to Reston Town Center but built around newer infrastructure.
This signals continued evolution toward urban-style living in suburban counties.
2. Reinforcement of the Silver Line Effect
Transit-oriented development is no longer theoretical in Loudoun. It is happening.
Projects like Rivana validate the long-term bet on the Silver Line by concentrating jobs and housing near Metro, increasing land values in surrounding corridors, and encouraging high-density proposals nearby.
3. A Major Supply Pipeline (But Phased)
At full buildout, Rivana will introduce thousands of residential units. However, the multi-phase timeline, potentially into the 2030s and beyond, means supply will be gradual. In the long-term, there will be a meaningful addition to housing stock, which is an important consideration when thinking about housing affordability and inventory.
4. Economic Development Engine
With millions of square feet of office and retail planned, Rivana is positioned to become a major employment hub, a driver of daytime population and economic activity, and a magnet for companies seeking proximity to Dulles Airport and Metro.
This could shift more of Loudoun’s identity from a bedroom community to an employment center.
5. Upward Pressure on Surrounding Home Values
Large, amenitized, transit-oriented developments tend to increase desirability of nearby neighborhoods, attract higher-income renters and buyers, and create a halo effect on surrounding property values.
While this is positive for homeowners, it can also contribute to long-term affordability challenges.
